If England fail to qualify shall we all ,shall we all blame Wenger?

Mourinho is one of the recent guys to criticise the Arsenal French-coach on his foreign policy in the detriment of English football. Coppell, Ferguson, and co has lent their voices to this views since several days ago.
Is Wenger to blame for all the English football troubles?

Was he in charge? why not mention other teams who bought forien players, maybe he didn't give the likes of bentley the day but least he does train english youths and if they move to other sides it's doing more for our football in a way.
It's not his fault, we should deport forien players and set a limit to like 5 and then we'd probably come back.

If England cant produce outstanding footballers, it would rather be ridiculous to blame poor Wenger for this scenario. What would be the point in leaving out a quality player like Ashley Cole if he is performer? A coach has a primary responsibility to deliver-he does not look for faces, he looks for goals and those who can score goals. This doesnt matter whether he is a Greek or a Togolese. The English coach and especially Gerard had better give the English people goals instead of Blaming Wenger for their poor performance. There is lack of raw talent in England Period!

I think like david dean said before that the lack of english players in Arsenal's first team maybe shows the lack of local talent being produced by the country. But then again - I heard the story of Scotland which might disprove this - apparently they improved the balance of clubs choosing foreign players over local players and now their national team is better than ever.
But don't worry - I reckon football is getting better every season and this new generation of english players are more exciting than the previous generations have ever been - look at Theo Walcott - he's amazing for such a young lad - the way he plays sort of reminds me a bit of Lionel Messi and I haven't really seen an English player like that with that sort of pace besides Rooney. There are about five english defenders who are under twenty years old sitting on the arsenal bench who I think may become the future of arsenal and the next generation of ashley cole and sol campbell.
