It's impossible to say whether your should have gotten your dog back or not, because you give so little information about what happened. We can only assume they had cause for taking him. If a dog is being mistreated, neglected or abused, they are within their rights to remove it. If it was running at large and they had no way of contacting you, then there's not much they can do... which is why it's SO important to have your dog registered AND microchipped!
If your dog was impounded for running at large, then you are required a fee for it's return. This is a necessary penalty, meant to enforce to pet owners the importance of restraining their animals.
I'm sorry, but I just can't sympathize with you on so little information. All I can do is assume the Humane Society was doing it's best for the dog, as is their mandate.
(I'm also a huge supporter of animal rights, and the owner of a small animal rescue service that is in constant contact with our local Humane Society)

The Humane Society is great! Was your dog microchipped and/ or tagged so they could find the owner (you)? A lot of times in our area the Humane Society will take dogs from the local pounds so that the dogs will not be put down. Unfortunately we like to blame the Humane Society for problems sometimes that are really our lack of prevention. Sorry, I don't mean to be harsh, but you did ask and I do feel very strongly about the Humane Society.

I think that is very unfair, regardless of the reason you should be told and unless they have a good reasonthey should have to return the dog, I think some animals should be taken from some people, animals have to be protected, but notification of why and whatever they should do.
