The Control Panel has disappeared. What to do?

Hai friends, When I ran anti-virus software and did registry cleaning, I discovered later that the control panel in the Start-Settings is missing. It is not there in the My Computer also. How can I operate Add/Remove Programme? Please, can any one help me? Your reply will help many like me.

This is the reason I seldom do a registry cleaning. I don't really understand the mechanics of it and end up losing important things. I'm sorry I can't help you but if you search around the internet you will find something or someone who will. Good luck!
