I was really shocked to see this. I added my Indian bank account to paypal account after I got a mail saying indian account transfer can be done now.
I added with IFSC code and all and requested for trasnfer of $13.58. They were to charge INR 50. So the amount to be transferred was INR 478. After about 15 days when i checked, for unknown reason it is not transfered and only $5 is transferred to Paypal again.
I am really shocked at this. When they don't transfer to indian account, at time of adding bank avcount and all why they accepted it?
Is it to cheat people like me?

This is bad. Was there no error made? If there be 1 million people with even 1 dolar debited thats 1 million already. Economic sabotage that is.

There must have been some mistake with the code because only then there would be reversal. Once it had happened to me and I had to pay a reversal fee. Thereupon I checked the code with the bank and Paypal uses NEFT also to transfer. IFSC AND NEFT are different. Please check with your bank thoroughly before you do it the next time. Do not ask anyone over the telephone;sometimes they give MICR code instead of the requested code . Contact the person in charge by making a visit to the bank and ask the person working in the Forex division.ICICI bank is very helpful in direct money transfer and do this very very efficiently. I do not know which bank you transferred your money into. But make a personal visit to the bank and don't trust anyone on the phone unless it is a very high official or someone within your circle of friends or relatives..

Another thing is we pay roughly 3 percent or slightly more by way of currency conversion. probably you did not take this into account. I read your mentioning 478 ansd I feel that you may not have taken the currency conversion into account. Your code may have been right but this may be the issue.

I cannot understand why they cheat us?
I think they take that money as any charges or taxes. The problem might in bank transaction.

If you contact PayPal and state the facts they will get back to you promptly to explain your dilemma. There is obviously some mixup. Just state your case unemotionally and you will get a result. Good luck. I hope your problem is cleared up soon.

Hello subha. I think that it is high transferring fee that made your earnings decreased so much. I could not understand why the fee is charged so high. It is the same here in China. It will charge us 35 dollars to get the hard-earned earnings from Paypal to our own bank account, which is not worth it. I am sorry for your case. Once bitten, twice shy. I hope that you will deal with it in a better way next time. Good luck, dear friend.

Well, I can't make out clearly what's going on here. It seems that there's some problem with your Paypal. Can you give some details?
