Why people engage in drugs (drug addicts)

drug addiction is one of the top ten major problems in any country. We all know that it is expensive but how come many jobless people are still able to buy such stuff? i also believe that its erradication is very impossible because of so many people who are protecting this crime especially law officers and government officials. When there are drug addicts, our society is not safe. its really terrible.
