Can a non custodial parent take a child out of the state without permission?

Im not positive on this.. but I think it has to do with alot more then just being the non custodial parent or not.. like Why arent you the custodial parent? chances are if custody was awarded to the other parent becuase you were sought unfit.. I would say NO you cannot take the child out of state... but like I said.. there is alot more to it than that...
