It is a shame you don't say how old the dog is or what kind of property you reside in. If you are in a house, just pick her up and dump her in the garden as soon as she starts to pee. How old is your dog? The reason why she wouldn't pee outside maybe because she's scared or nervous. You have to give it time and patience to teach her how to do it right. When puppies drink a lot of water, they usually pee within 30 minutes or so. All you have to do is to let her drink before you take her out. Take her out as many times as possible. Once she pees outside, you give her a treat. It won't be too hard. You have to be confident and patient.
