Smoking in public places?

So I was going back after walking my girlfriend home and had to wait for a tram.. It was raining, so I stood under the tram stop, and there were two people smoking. Now, I don't smoke, to be honest - I hate cigarettes. And there is a rule that says you can smoke in public places here in Poland - but nobody cares and police isn't doing anything about it.
I don't care about their lungs - if they want to get lung cancer, sure, why not. God, I even wish them to die soon. But why do they have to affect my health as well? I don't smoke, and yet I have to smell it in most of the places :/ Why is that nobody cares whether they do something bad to others or not?
Do you think smoking should be punished better by law? So that you get reward for a bigger sum that will cause you think twice about smoking next time?

Thanks for response. As I said - I have no problems with smokers, as long as they don't smoke in public, or at least near me.

Yeah, having such places separated from public places would be great thing...

Yup, it's really annoying. I mean - if they want to smoke, no problem, do it at home or something. I don't want, I don't smoke, why is MY health at risk because of them?
And thanks for reply! I'm so angry because of this situation...
