Good question. I think there should be a study done analyzing the risks of not being able to get out as quickly in case of fires or driving into a pond (hey it happens) versus the risks of damage done when hit and not belted in.

In Australia all new buses do have to have seat belts fitted plus the driver is in charge and generally the children have to sit in a certain seat. Any problems at all and they are warned and if the behaviour continues, then the child is removed from the bus, and the time can vary depending on whether it is a "first offence" as well as what the child was doing.

I think so. It is not only distracting to the driver but also dangerous. Kids, especially little ones, don't sit still well and if they are jumping around and the driver hits a bump they go flying.
