How would you design the perfect PTC site?

I have joined many paid to click sites and I have quit many of them as well. If I were to have my own site I would like to pay the very least a penny per click and for no longer then 15 seconds. I find in 15 seconds I know if I want to click further to find out more information. I would have payout no higher then 5.00. I would hold contests that weren't just about referrals. What would you do if you had your own site?
