my advice to you is to tell her as soon as possible... coz we don't know she myt have feelings for you as well, which you don't know.... and tym comes u both will regret it, for not telling each other.... juz confront her and try asking her.... if she doesnt allow you, that's fine, at least you tried, and that you wouldn't regret... i know God has perfect plans for you.... if i were you, i would ask for her whether she be my girlfriend or not immediately. Because if i don't that ,this thinking will trould me a lot. i will think about it everyday,everytime...even though i have my lunch. But,at first,i will trying to ask my parents about that,and litening theirs useful suggestion.without a doubt,the older people have had a lot of life experiences. sometimes,when you can not make you personal idea.maybe this is a better way for you to ask them. and secondly,you mentioned that you knew each other since you were High school students. and your are neightboors too,isn't it mean a thing that you may know each other very well.so,you will not have any difficult to being a couple.
