When looking for a job, are cold calls ok?

I am looking for a specific job, within a specific area. If the places I am hoping to find work are not advertising for help wanted, is it ok to call and ask if they are hiring? I know some places don't like this, and I don't want to make a bad first impression. What are your thoughts?
