Hello, Ironchicken! begging should be discouraged by the government.in my country the poor people are given assistance in the shape of old age pension,widow pension,housing facilities,monthly supply of rice at concessional rates,rehabilitation of the diseased persons,and many more.so why should i have so much sympathy for a bagger.of course, if he is a handicapped person i may think of giving some thing to eat.enough.thank you.good luck.
