its actually part of abawdy song / poem called the knight/night of the kings castration:) whihc prolly originated in england and found its way to usa http://ingeb.org/Lieder/thenight.html for one version of the song:)

Sounds British to me! If the queen had 2 balls, she would be male, and that would make her king!
