Has "WEST" abandoned RACISM completely?

Racism will always be here in some form or another. It's more subtle now. Right now the big issue is with the Mexicans, not blacks. That's because of all of the illegals that are here and people wanting the government to uphold the laws already on the books. The Mexican's want open borders and the same rights as US citizens. There is a conflict between those that want to allow it and those that want the laws upheld.

I am not sure where you have gotten this idea. In the "West" racism is a live and well and a daily battle for anyone who is "coloured". This type of discrimitation will never go away. It is in the human nature to judge and we do judge people by how they look.
