My manager refused my wage increasing request

I already worked for my current company more than two years, and there is no any increasing for my salary more than one year. In order to meet my living need, last week, I sent increasing wage request to my manager. And my manager talked with me face to face today, he told me since now is the end of this year, our boss does not want to increase now, he can consider at the early of coming year. I'm doubting his answer, this is just his excuse to refuse to increase salary or this is the real situation? Please kindly give me your ideas for this case, my friends.
