Yes, using drugs isillegal, but should the perpetrators be sent to prison. The act alone is one person hurting themselves, much like drinking. I think if people who are on drugs then commit other crimes they should without a doubt be punished, but if a person wants to put that stuff in their body and they can do so without harming others, then is prison the right place for them?
