How can we act against spam

Can you tell how can we act against spammers?
1.If a spammer sending email about his own web site using his own web mail address,(not using free emails like yahoo and hotmail...etc) can we complain his web service provider and delete his domain?
2.Can we get a legal action against him?
3.Can we complain his Internet service provider and delete his internet account?

Yes, you can complain to the internet service provider against spam. If you know the server, & have details of this persons email address & domain for his web site, it would be a good thing to complain.
It is likely that a legimate complaint would result in the person having his domain & IP banned.
