The one ring seemed to talk sometimes

The ring Frodo carried seemed to talk sometimes and I never got to know what it said each time it talked.

The ring doesn't talk, technically. It's evil. So the longer Frodo wears it, the more it seemed to communicate with Frodo, or whoever holds it. That's how Gollum became what he is. Gollum was controlled by the ring and he can never forget it, and he is loving it and hating it at the same time. The ring seems to 'speak' because it wants whoever that's holding it to return to its original master, Sauron.
The ring is evil because when Sauron made it, he poured much of himself into it. In essence, Sauron transferred his own power into the ring. When he wears it, his powers are amplified, but when he doesn't, it doesn't mean he will lose all his power. He made the ring to increase his power to control others. Destroy the ring, and Sauron is destroyed too.
And THIS is why, the ring seemed to be able to speak.

its spoke in the modor language the evil language and it said that it had to be retured to its master

I would have to agree with the last persons comment. I would just watch the Movie and see if you could find the answer to your question. Sorry I can't help you anymore.

Here is a suggestion. Play the movies again. Watch them in a quiet place. Put the closed captioning on. Read it and that should give you the answers you seek.

The ring never talks but as time passes by in bearing the ring, it asks frodo to be tempted about its power and used it instead of breaking it...in the movies or books,the ring was worn by frodo approximately 4 times in which the temptation consumed him much as it requires frodo to love it more than he love himself.
