Use a retractable leash. Put the dog on a leash and stand about 10 feet away from him. Then tug on the leash as you say "come" or call his name. When he comes to you, tell him he's a good boy and give him one kernel of his dry food as a treat. Then back up and repeat. It will take time as he probably won't learn it overnight and if you don't work with him daily, he'll lose what he's learned.
Same thing with "sit." Have the dog stand then push down on his butt until he sits and make sure you're saying "sit" when you push down. When he goes down, give him a dog bone or a kernel of food as a treat. Keep going until he gets it.
