Yes, you can apply for membership even if you do not own a credit or debit card. Ive done it before several times and it should still be able to work. Don't even think you need to have a bank account connected to your paypal.
So if you feel like becoming member, there is nothing stopping you.

What do you mean "membership"? Membership to what exactly. If you want to add a credit card to take your money out you can go to like Wal-Mart, or Rite Aide or something like that and buy a prepaid credit card.
I've never added one but they say the card you buy has to have the same address as your paypal account. That's probably where my problem came in.
Or you can do what I did. Go to accountnowvisa.com and apply for a prepaid card. The card comes in the mail in 7 days. but there's a $9.95 fee to activate the card and that's it except for the monthly fee.

I'm pretty sure that you can apply for your runescape membership even if your account is unverified. Well, I'm planning to do it too, so I hope it works.
