the way to judge genius?

i am a teacher at an engineering university. the other day i was jus rating the intelligence of my students and i got perplexed... should i judge it by the ability to ANSWER the puzzles, or by the QUESTIONS generated in their minds??

Actually it should be both their ability to use the resourses available & the ability to solve it themselves if the resourses aren't available. Neither is much use without the other. If all your doing is looking up the answer then your not learning anything from it. If all you can do is come up with more theories without finding evidence to back them up your not getting anywhere either. The two have to go hand in hand.

Let's just say you are a teacher. Then I would say as a teacher, you should know the answer to that question. But since you don't, let me say this. An answer is easily obtained through different means, whereas forming a question in ones mind requires independent thinking and is something that shows a thirst for knowledge and is a sign of looking at things critically,which is a sign of intelligence.
