40 DAYS old?? That puppy is way way too young to be kept away from its mother and littermates... So sad that breeders let pups away before the minimum 8 weeks, cause it's really going to affect the poor pup's development a lot and not in a positive way at all. He'll have a lot of socializing to do to make sure the pup won't be affected too much by it.
As for the barking, I wouldn't be concerned at all that a pup that age does not bark. Mine didn't let out a bark out of his mouth before he was 5 months old, and still now at 10 months he just barks once or twice at his toys when he gets really riled up. I consider it quite a good thing that he doesn't bark more, but if your friend wants a dog that barks and it doesn't come naturally (which I'm betting it will), it can be taught.

I would like to know why you think that taking a young pup affects it socializing skills. Five weeks is young but most mothers want nothing to do with the pups after four weeks. Vets say you can vaccinate at five weeks if someone should want that young of a pup. As far as social skills, that depends on what you want your dog for. Most people that want a family dog would rather the social skills came from people and not other dogs.

I guess I'm not like most people then, and honestly I have never ever heard of anyone thinking it that way. I would hate to have a dog that has had all its social skills coming from people. People cannot teach a dog to be a dog. Such a dog without extensive socialization with other dogs to play with before the socialization window at 4 months closes won't know how to behave around other dogs, and it's a dog that at least I would never dare to leave around other dogs without constant supervision.
Just because the mother won't want much to do with them after 4-5 weeks doesn't mean they are ready to face the big world alone. A puppy that has had no interactions with his siblings and mother between 5-8 weeks of age is a puppy that will very likely grow up to be fearful/fear aggressive, shy and with very little understanding of the dog language and how to act around other dogs, as well as have zero understanding of bite inhibition. Those few weeks are a crucial stage of puppy development. Many good dog breeders insist on keeping the puppies until they are 10-12 weeks, simply because puppies need to get the chance to learn dog behaviour.

Here's a site that might explain it better than I am able to.

Hi there:
I would not be to worried because I believe that the barking ties in with the personality of the dog. I have five dogs. It took me some time to realize that one of my three German Shepherds did not bark. She would just stare at strangers while the others barked. She barks. Just not at the same things the others bark about. If there is a strange dog or any other type of animal, she will bark. The others will bark when they are excited to see me. She does not. My black lab did not really bark until he was past his puppy stage. That is common. If your friend is truly concerned, bring a dog around that barks a lot. This will teach the other dog to bark.

Our neighbor has 3 grown labs, two black one and one red/ brown one. The black ones are always tearing up the fences, digging and getting out and they bark most of the time. The red one never gets out and if it ever barks it is only because it has a reason to. I had a dog once, a whippet, and we never heard her bark until she was about 2 years old and that is only because a stranger come to the door, a man she didn't know. After that she would let me know if someone was coming up to the door but it was not a constant bark, just one to alert me.

Well if the dog is not barking maybe he was born without the ability to bark , maybe his vocal cords got damaged so he cannot bark , like v humans can become dumb , unable to speak , so can the dogs be !
Go take him to a doctor and get his check up done , he is still a pup , maybe something can be done!
