I am doing research on Doctors Notes and Employers I need help

Ok here is the thing I am doing research for a paper for school that is talking about preventing fake doctor's notes givem to am employer. My question is that when an employee turns in a doctors note does the employer have the right to verify it with the hospital the patient was seen at? Or do they need the employees permission? I have searched and searched and can't find anything. Are the doctor's notes just something the company puts into a file and that is it?

This is just my opinion (influenced by 15+ years working in Human Resources) - I believe that it is probably okay to verify a doctor's note as long as it is done with consistent rationale. In other words you can't single someone out if you never verify for anyone else, unless it's very suspicious looking perhaps. Fairness of treatment is the most important thing; if you can prove that everyone was subject to the same terms and conditions it goes far to protect you legally.
