I am Australian, and I honestly do not know anyone who cannot swim. Both my children could swim (or kick around ina pool and bob up and down) before they could walk.

Swiming is not the thing to know or learn. Each and every animal on this earth can swim without learning. We the humans need to learn bcoz of fear of sinking. Learning to swim means just only removing this fear from our mind.
