After only a few days of dealing with some moron at work, it happened again!
I got home just now, sat at my PC wanting to check some sites. All well and good, I type google in,... waiting... waiting... waiting... after a few seconds I gave up and decided to reset the PC. So far so good, then I tried pinging google, which showed a lag around 200. I promptly picked up the phone to call my ISP, where the actual fun begins:
"Him: Hello, My name is X Y from XYZ ISP. How may I help you?
Me: Hy, my name is ... contract no... I'm having some problems with my internet connection...
Him: What seems to be the problem?
Me: Well, I noticed a slowdown in page loading, so I ping'ed google, where there was 200 msec...
Him: Just a second sir...
Me: ... ( after a minute or so...)
Him: It seems that there is no problem, I have 9 - 10 ping with your computer. What is your download speed?
Me: My download speed is fine, the big latency is the problem, could you please check to see if there is something amiss at your end?
Him: I'm sorry sir, but we can only guarantee the speed and availability of your internet connection... (bla bla bla)...
Me: So you think it's normal for me to wait 10 seconds each time I try to search something on google? On FO broadband?
Him: Sir, i'm sorry but there's nothing more I can do for you... (bla bla bla, typical "i don't give a sh!t" stuff)
I didn't waste anymore of my time with the guy, clearly he was either a well trained chimp who read a script while answering the phone, or some guy who was tired and bored on a sunday night at work, which had no intention whatsoever of helping me. The problem was clearly on their end, since me and the hole G/ damn neighbourhood had the same problem. Oh whell, I guess I'll try again tomorrow, maybe I'll be lucky and finally somebody will solve my issue. Untill then, I guess I'll use my mobile's internet connection. At least it's faster... LOL. :)

It is like this in all the world... I thought that was only here... in Brazil.

I agree, it seems that help desks are no help at all. I think this is a problem with having too many jobs and not enough qualified workers. We have dumb-down who can or should do what.
