This late in the game she decides to bring in new guns. Does this show that she is not afraid of changing when she knows that someone is not doing the job or does it mean that when she does not get what she wants the ax falls?
Will she change course when something looks like it is not being taken care of correctly or is it that she will blame others when things don't go the way she thinks they should?

It could be any of those things, but maybe the most likely one is that she is blaming others when things don't go the way she thinks they should. Her inability to arrive at any result when she was tackling the issue of health care when she was the President's wife may show a certain lack of executive ability. And her famous comment during the Monica Lewinsky brouhaha about a vast right-wing conspiracy is an example of blaming others.

I think she is just passing the blame to others. She doesn't answer many of the important questions. Some people are finally noticing the facts.
