DVD TO VCD

I have no problems using dvd shrink to back up dvds but i was wondering which is the best/easiest software i can download in order to copy from dvd to vcd.
Someone recommended xvid but i find that too complicated.
I don't my paying $40-$50 if it's good and easy to use.
