fluid in the lungs

My17 month old daughter has been diagnosed with having fluid in the left lung. she had this from birth but the doctors said she would be fine as she grew older. She constantly suffers from colds and I dont know if this is linked. I do give her an Ambrolite and vit c drops. I live in Holland and am not fluent in Dutch. Please assist in English with why she might have this and what is the best cure? Is there a cure?
