Does Project Payday really work?

OK, for all of you people who were saying that Project PayDay (Projectpayday.com) is Free... how are you getting it fee? Every time that I try to sign up for it, it ends up saying, to activate, I have to pay approximately $40...Very sorry if I'm misunderstanding people, but in my opinion, that isn't free...But everyone I talk to about it says 'yeah, it's free'...How? I'm really confused about this... Also, if anyone has any other ideas on how I can get paid to work online...Let me know...
