I personally don't really care which way the toilet paper roll goes, it's toilet paper...just use it!
Until my husband finally let his secret pet peeve out during one argument, I didn't realize it was important to some people. So, I have to say paper over the roll and here's a photo to show what I consider OVER to be.

not sure which way is right but you sure know when it is on wrong when you try to get a piece and it gets all jammed up. expecially in the dispensers in public places like at work. you know the brown clear ones.

To be honest, I don't even put it in the TP dispenser because I'm too short to reach it. Literally, if I'm on the toilet, I can't reach the TP unless it's on the back of the toilet. I can't stand it when my husband puts the roll in the dispenser-I know, how many women have THAT complaint?
