How to become an eBay.com affiliate as a non-US citizen?

I would like to start some small eBay niche stores. Therefore I have to apply for an eBay affiliate account. The big problem is, that I need to apply for the US-based affiliate program because I will mainly target the US-market (better commissions...), but I´m from Germany. It seems that non-US citizens immediately got declined after applying for such an account. I´ve tried it several times, nothing worked so far. I´ve heard from other people facing the same problem, but I haven´t found a real solution for it. I think it should be possible. So, could anybody with some experience please help me out?
