Google adsense pin confirmation

Does anybody know what happens if the pin from adsense is not submitted? I had to receive it a few months ago, but it didn't came. I made the requests to send it again, I even changed the address - maybe it was the problem, but it didn't come either. what is the further procedure? did this happen to anyone?
