Do you think all surcharges are valid in air travel?

Air travel has become expensive again. With in just one year itself the travel surcharge has increased from Rs. 750 to Rs. 2050. All the air lines are charging this amount to customers and yet showing government that they are charging only Rs. 225 as surcharge? Do you think it should be corrected ?
