This helps writers see where they place at, and to view articles that were better or more poorly written than theirs. Rankings can change daily. Helium pays for your articles, not a lot, but the money adds up over time dependent upon how much you write. You have to reach a certain dollar level for payout but it is free to join. They also have publishing partners who are looking for writers, who will pay substantial money for good writing. At Helium, you also earn stars dependant upon if you are in the top rankings. It depends on where you are looking to write. If you want to submit an article to a newspaper or magazine, the best thing to do is pitch the story to the editor before you go to all the time and trouble of researching and writing the article. If you want to write for a national or international magazine you can send your story in but keep in mind that they are planning their magazines months in advance. By that I mean, right now in January, they are probably preparing for their fall, maybe even their Christmas, issue.
