Dailyclicks turned down by Paypal

An email I got from Dailyclicks (a paid-to-click site) recently stated that Paypal has limited their accounts. They could no longer receive or send cash outs. They even decided to reset all records of the web site views of its members.
Fine, Paypal doesn't like to support their cash out system anymore but, why reset all of its member's web site views? I was already half-way on cashing out their minimum amount on cashing out and this happens?
What are your thoughts for this matter? Scam or not?

yeah i think it's a scam. if paypal doesn't trust it, then i wouldn't.
