What are COOKIES and is it necessary to clean up cookies. If so why?

Plz answer this question anyone. I don't know know whether cookies are safe to my PC.

When you visit a website or use the internet your computer save it's information in the form of cookies so that when you access the website again it will be much faster than the first time you open it. It's safe to remove cookies you can automatically remove it using your web browser.
