If you do decide to get her one I would say get a "pre paid" phone where she has to buy her minutes/cards and can not cause you to receive a big bill on your cell phone account. My brother has done this with his daughters, after they prove they are responsible with their pre paid phone bills then he will consider adding them to his account. They save their allowance and baby sitting money they receive to buy their own pre pay cards. Doing it this way they can not abuse it and cause a few hundred dollars of charges.
