Increase Traffic To Your Site

I want to design my b-log first. But I could not take start. What is first step. Should I learn html, it will take a long period to learn it. I have lot of material in my regional language. I want to display at my web log. But I could not spare to work on it. How should I manage to design and host it on line. I would learn it first and after then I would go to the site to create traffic to my site.
