I've had kittens before do that....if they are use to having a quiet place and all of a sudden a loud noise occurs...they run for their lives....as far as the outside thing...the only cats ive had that's done that is one's that have stayed in the house most of their lives and i would take them out side to get use to it. After a little while they will get use to it and start walking around the yard. If you have another can somewhere in your neighborhood(that's good with other cats) you may want to think about letting them outside together your kitten may feel more comfortable! Just trying to help!

Leave him inside first of all. There are far too many dangers outside.
If you have to take him outside, get a leash or a harness. ONe quick movement or one loud nose and kitty will be gone forever.
