what brand and model of handgun is the best for practical shooting in terms of performance, maintenance and cost?

I don't know what type of shooting you want to do; plinking, target, combat etc...
A very practical and rugged handgun is the Ruger Single Six. It is a .22/.22 Mag convertible single action revolver. These handguns are easy on the wallet as far as the piece itself and also the ammo. They are accurate and rugged. Suitable for plinking and target practice and even small game with lots of practice. This is a good place to start.
Narrow down the specifications, and I may be able to better define what would be a good choice for what you are looking for. Have fun and always be safe.
