WHO IS THE GOVERNMENT? "It may come as shock to many that decisions in a parlimentary democracy need not be done from the grass roots"...Put it differently in a democratic society decisions taken from above need not to be what people whant and need. Thus this explains that democracy although the best system among all to manage a nation is not an optimal one.
