WHO IS THE GOVERNMENT? "It may become a shock to many that decisions in a democratic society need not to come from the grass roots". This explains that in a democratic society decisions done from above need not to satisfy the needs and wants of all the society. Having said that a democratic society is not an optial way to manage a nation.
