Here in the Philippines, you can have it blocked by the National Telecommunications Commission using the seriel number or the IMEI. you can file an affidavit first then bring it to the NTC for blocking. The theif will have a hard time unblocking it since unblocking is now expensive (its prohibited actually).

Try looking over the internet the institution or department that handles such problem. I am sure Qatar has their own NTC or better, ask the shop where you bought your cp. The one that gave them license to sell cellphones might be the one responsible in handling concerns like yours.

Well i also lost my few mobile phone and still can't able to take it back or get it back. So its not easy to get stolen phones back. But you can contact nokia Customer care and give them your serial number. Hope they can trace the mobile and then contact to you.
