My father is going to charge my brother rent at home this year after he graduates from college. He said anywhere between $500 and $1000 a month (we live in Los Angeles). He justifies this decision saying that he wants him to learn some responsibility until he moves out of the house. Do you agree with this decision? Why or why not?

I am not sure what housing cost are in LA but here near Chicago it is not cheap and by the time he finishes college, your brother should be able to chip in for his housing, food and other expenses. I think $1000 might be a little steap since here you can still find a decent apartment for about $900. I would think that closer to $500 would be reasonable. But it also depend on how good a job he finds after college. Assuming he lands a good job right way, I don't think that paying rent is unreasonable. But if it takes him a little while to land a good job, I would hope that your parents would let him live there and not start charging him until he has a pay check coming in. jmo. I know when I graduated it took me 11 months to find a good job and get out of retail. I hope it all works out.
