Being a PC Technician I'm running a 2GB DDR2 RAM Intel Pentium M laptop with XP Pro SP2 - that way I don't have to worry about my system running slow. I also disable unnecessary services I don't need in Windows and disable Startup programs running in the background to give my RAM space when using other programs especially on the internet. I use CableNut to tweak my bandwidth more like using a T1 or T3 40MBPS connection. I use CCleaner to clean out all my history junk of the internet and other applications. I use Firefox and its add-ons Fasterfox, Link and Cooliris to make it super super fast. I don't use Antivirus programs - well for one learning where most viruses come from I don't tend to download much things I don't need.

I tend to use open source and free stuff
Win Patrol is a great program I use to make sure nothing gets in that I don't want, it's not a firewall but is like a guard at the door of the firewall.
Beyond the regular maintenance the one thing that gives you the best speed is memory. Get as much and as fast as you can to match your system. Also a video card with video memory for what you are doing, lots of games or graphics or videos then go high end there. Most guys who know computers will tell you that but it's not an obvious thing that most people look at.

The best way is to buy a new one :D
BUT for my current pc i use these:
1. CCleaner - it is system optimization and privacy tool.
you can find it here: http://ucash.in/29fa57d
2. Defraggler - for me the best disk defragmentation tool
