Scam sites - legal action

Anyone has any idea whether it's possible to start a legal action against scam sites? As you know, if the owners of these sites are not punished, they can easily open up another site and scam again.
After all, I think this is fraud too.
I was thinking that, if we start a legal action together, we might actually win.

sadly, there is no law yet, no international protection for us..
i am a victim at online-capital, i invested $80 dollars and after a year, they disappeared.
its so sad because i personally hold that money..
they have the system of growing money from the stock market.. like if you deposit 100 dollars it will be tripled the next year.. and they give well to the members, others who had withdraw earlier are very lucky, they got their money back.
its really hurting but i was a victim and now i regret for being carried away because of that promise..
