I actually have this same problem in the past of having jealous animals that get so jealous that they are willing to attack other animals to keep them out of your lap and I know that it is really hard to get them out of that habit. The only thing that I really know to do is to tell them in a firm voice that you are going to hold that animal if they like it or not and tell them "ank ank" and then if nothing else works have you tried to put her down after she tries and attacks other animals and tell her no.

This may sound silly, but have you tried reading the Dog Whisperer? It gives you tips and advice on all sorts of issues you may have with your pet. As long as you are the "master" the dogs should no better. Say no, and punish if the dog does not listen.
My dog is actually very jealous of other animals, but especially babies. When any one/thing gets more attention than him, he gets very jealous and quickly looks for someone who will give him attention. He is cute, and he doesnt bite like your dog, so he dosent get in trouble

Well,I think it will be best to discipline your dog when she attacks other dogs when you touch them.It would also be good if you touch her after you touch other dogs.Probably she just wanted some attention.

A lot of dogs are like that! If your dog isn't actually hurting the other dog, maybe you should just leave them alone. Or encourage someone else to pet or hold your dog when you are holding your brother's dog!
