Does anyone know anything about that refund from the government?

Not Tax Refund, but the thing that is going around about if you make under X$ then you get X amount of money. How does this work with students who are still under their parents tax refunds? Does it even deal with that? From what I understand it's like 400 bucks for students as long as you don't make more than a certain amount. Please help!~
