Though there will be parents and educators curling their toes when I say this, I will take my chances. For speed, verification and accuracy, a calulator is an essential tool. It should not replace "manual" learning where a student is taught to understand calculating beyond simply finding a correct answer but still has benefits.
As anyone with dyscalcula (a learning disability similar to dyslexia except involves numbers instead of letters) will tell you, a calculator makes the difference between being able to do mathematics and consistently failing in the classroom or in life where number recognition and calculation is required.
We are in the digital information age and everyone wants to start saving the trees. It is becoming harder and harder to discredit or discourage the use of calculators. Sometimes the "right" answer is far more important than how you found the answer and to use a calculator is the best way to assure this.
In these times, a calculator is more a tool than an easy out.
